Europe Partnership Workstream · 23 August 2026
Forty-seven moves for a German forecourt operator, drawn from nearly a decade of walking c-stores, QSRs and charging estates in every country in Europe, plus Turkey and Israel — city sites and countryside stops on long road trips. The base rates behind the scores come from the measured core of that field work: 538 geotagged photographs and 22 clips across 51 cities and stops in 13 countries, rolled into 174 store visits, with prevalence computed across the ten markets carrying enough visits to support a rate. Every row is scored, every row cites the frame it came from. Click any row to open its evidence; open as many as you like.

ZV Deutsches Baeckerhandwerk: 8,659 businesses at end-2025, down 2.8%, 448 new foundings, ~35,000 branches; sector revenue +1.3% to EUR 18.14bn Rationale
Demand stable, supply exiting. The trade's own read is that this is a cost problem, not a demand problem, which is exactly what makes the released demand real. The single best German row. Field evidence added in review
RANKING v2: DE-03 and DE-01 now sit 1-2 on the STRUCTURAL tier and above every execution row. The v1 ranking could not produce that because it scored only friction. v2 = TI x Impact x Evidence x Proof x Readability, with structural rows ranked separately. DE-03 scores maximum Readability (dated closures + public ZV/HWK registers) and maximum Proof (trade data, not photographs). ROUND FOUR 23 Aug 2026 (Europe-only rescoring; German advantage now a term): NOW TOP OF THE STRUCTURAL TIER at 54.4 under Europe-only scoring. COUPLED WITH DE-09, DE-32, handwritten cards and a made-here header: you do not recapture a closed bakery's customers with par-bake in a plastic case, you recapture them by LOOKING LIKE A BAKERY. Oslo shows the cost - a glass case, a card per item, and the oven left visible (IMG_9261). FULL-RES PASS 23 Aug 2026 (134 frames re-read at 900px across PL, NL, NO, SE, DE): LONGITUDINAL ASSET IDENTIFIED: IMG_8227 is a REWE baking-mix aisle shot in Bavaria on 06 Dec 2017 - a baseline photograph of the German home-baking category taken before the bakery-closure curve steepened. Ladenschlussgesetz, rules vary by Land; Zabka late-night precedent (PL) Rationale
Legally protected demand window with cross-sectional identification already sitting there. Highest appetite-to-payroll ratio on the list. Field evidence added in review
FIELD REVIEW 23 Aug 2026 (538 geotagged photos + 22 clips, 2017-2026): Late-window precedents now photographed: Zabka fascia trades 6-23 seven days (IMG_9776); Madrid hot-dog operator advertises ABRIMOS HASTA LAS 7AM as the hook itself (IMG_2687); Sofia EKO and a DE unattended snack pavilion both trade 24/365. A German Aral/REWE To Go site shows a 'Nachtschalter' night hatch (IMG_4144) - a serving window for hours when the shop is shut. Cheaper than DE-06 and DE-native. See To Verify 10. BASE RATES 23 Aug 2026 (538 photos tagged blind, rolled to 174 visits, kappa 0.70; read relatively not absolutely): Extended-hours claims on signage appear at 14% of exterior-observable visits across Europe and in 7 countries, so the practice is normal; the German opportunity is the legal asymmetry, not the tactic. ROUND FOUR 23 Aug 2026 (Europe-only rescoring; German advantage now a term): COUPLED WITH DE-25. Germany's biggest structural asset is a legally protected demand window; Germany's biggest measured execution gap is street-level provocation (A-frame signs 7% vs 24%). A protected window is worth nothing if nobody walking past knows you are open and serving. The top structural lever and the top execution lever are THE SAME MOVE. Poland runs the whole stack together: 6-23 fascia, hot dog named and priced on both door leaves, 'ready in 3' on the glass. FR/GR/VIDEO PASS 23 Aug 2026: NIGHT-TRADE BLIND SPOT NOW CLOSED. An urban London Shell runs fuel under the canopy AND Tritium chargers under an 'Up to 175 kW' panel in the same yard after dark (IMG_8985.MOV); a German open-air food destination shows packed terraces and children still on the playground at night (IMG_5269.MOV); FEBO trades at 01:08 to hi-vis trade customers (IMG_6455). Night demand across three markets is now evidenced rather than assumed. What would make it Measured

German autobahn signage is heavily regulated. Establish what an operator is legally permitted to place before spending any more thought on this. Field evidence added in review
FIELD REVIEW 23 Aug 2026 (538 geotagged photos + 22 clips, 2017-2026): PRECEDENT EXISTS ELSEWHERE IN EUROPE, which sharpens the legal question rather than answering it. Carrefour Sartrouville runs a roadside digital sign reading OUVERT LE DIMANCHE MATIN with '5 min. Tout droit' and amenity icons (24/24, drive, 35 boutiques). Rugby services signs WELCOME TO RUGBY with its brand list (IMG_8775). A UK retail park runs a 15-brand pylon. So the move is normal in FR and UK; the German blocker is regulatory, not conceptual. BASE RATES 23 Aug 2026 (538 photos tagged blind, rolled to 174 visits, kappa 0.70; read relatively not absolutely): A-frame signs outside: 7% of German exterior-observable visits against 24% across the rest of Europe. THE SINGLE LARGEST GERMAN GAP MEASURED (+17pp). The regulatory question in To Verify 3 is therefore the highest-value open question on the board, because it gates the biggest measured gap. ROUND FOUR 23 Aug 2026 (Europe-only rescoring; German advantage now a term): NOW THE TOP EXECUTION ROW at 40.3 under Europe-only scoring with the German advantage term applied. +17pp is the largest measured German gap of any mechanism. CONSEQUENCE: To Verify 3 is now the highest-value open question on the entire board, because it gates the biggest measured gap. This row should be escalated or ruled out, not left on Watching. Matt store walks PL (Warsaw, w/ Jan Kisielewski); Zabka hot food program Rationale
Near-zero marginal labor, which is the whole reason it survives the German cost filter. Pairs with DE-01. Field evidence added in review
FIELD REVIEW 23 Aug 2026 (538 geotagged photos + 22 clips, 2017-2026): Confirmed in-frame: Zabka hot case runs pizza, long flatbreads and roll-ups with a 3-minute door claim (IMG_9711); counter zone banners read 'glodny?' and 'szybko i smacznie' (IMG_9722). BASE RATES 23 Aug 2026 (538 photos tagged blind, rolled to 174 visits, kappa 0.70; read relatively not absolutely): Same denominator as DE-01. Digital menu screens over a counter run 18% outside Germany against 9% inside - relevant because the late window needs the offer to be legible without staff explaining it. FULL-RES PASS 23 Aug 2026 (134 frames re-read at 900px across PL, NL, NO, SE, DE): THE LABOUR ANSWER IS NOW PHOTOGRAPHED. Zabka prints the model on a counter card: 'WEZ Z POLKI I PODGRZEJ PRZY KASIE' - take it from the shelf, the cashier heats it at the till. Panini 12,99 / Burgery 11,99 / Rollo 15,99 / Tosty 15,99 / Zapiekanki 15,99 / Pizza na wynos 19,99-22,99 (IMG_9883). The back-of-counter frame shows the entire apparatus: TWO CONTACT GRILLS AND ONE OVEN (IMG_9730). No kitchen, no cook, no separate food counter. This is the specification to put in front of a German operator who believes hot food means hiring. ROUND SEVEN 23 Aug 2026 (final 201 frames; coverage now complete at 538 photos + 22 clips): FRIES AS THE BUNDLE MULTIPLIER, quantified: Hesburger Plovdiv prices a mini chicken burger at 0.99 EUR and the same burger as a MENU with fries and a drink at 1.99 EUR (IMG_0283). The fries double the ticket. What would make it Measured

Matt road trips; Carrefour and Kaufland app-integrated charging checked specifically Rationale

FIELD REVIEW 23 Aug 2026 (538 geotagged photos + 22 clips, 2017-2026): SUBLINE CONTRADICTED BY OWN ARCHIVE - restatement required. Audit of 57 charging frames across 29 distinct sites in 6 countries, read at full resolution. Against a strict test (a conditional economic tie, a time tie scoped to the dwell, or a completion mechanic), FOUR provocations exist and one is German: (1) TotalEnergies Amiens, -0,50 EUR off named Starbucks products ON the charging totem with the tariff on the same screen (IMG_5935, IMG_5949, 09 Sep 2024); (2) Carrefour Energies, no discount but the script BRANCHEZ / FAITES VOS COURSES / C'EST CHARGE makes the shop the middle step of charging (IMG_5546, IMG_5552); (3) Carrefour Centro Oeste Madrid, free charging capped at 2h, 'servicio de cortesia para clientes' with five illustrated steps (IMG_2997, IMG_2998, 31 Aug 2024); (4) GERMANY - a hand-painted wall offer '1 GETRAENK FUER NUR 1 EUR' with an arrow to the product beside 300kW Allego bays (video IMG_0440.MOV, 07 Apr 2024). Kaufland and Lidl ties exist but are INVERTED - they discount electricity for cardholders and do not move basket (IMG_4163, IMG_4167). THE DEFENSIBLE CLAIM IS STRONGER THAN THE OLD ONE: the screens, the fences and the dwell all exist and are being spent on the CPO's own funnel rather than the site's basket. Evidence: at Rausch, four rotating full-screen slides at a 300kW bay attached to a chocolate destination advertise the EnBW app, an EnBW green tariff, and a request for drivers to REFER LAND FOR SALE (IMG_4480, IMG_4481); McDonald's brands its own charger in NL and the entire copy is operating instructions (IMG_6541, IMG_6551), with an adjacent EWE Go unit whose location ID reads McD_0436_1D (IMG_4449); a Spanish Iberdrola/bp pulse charger's large display sits dark throughout a 35-second clip (IMG_2611 2.MOV). Ambient food imagery near a charger with no tie was EXCLUDED as table stakes on Matt's instruction. OPERATOR STEER (Matt, 23 Aug 2026): the TotalEnergies and Shell screens are COMPETENT BUT GENERIC retail media - the same tier as a Shep Digital-style DOOH network. Worth doing, not a differentiator, and they should not carry the row on their own. Two moves that ARE differentiated are split out as DE-38 and DE-39. Illustrative failure of the generic version: the Amiens screen pushed a CHILLED Starbucks Frappuccino on a cold, wet northern-French night (IMG_5935, IMG_5949) - a wasted impression that a conditioned offer would not have served. CROSS-CUTTING THEME (Matt, 23 Aug 2026): EUROPEAN AND UK EV DRIVERS ARE PRICE-SENSITIVE ON ELECTRICITY, and this reorders the whole row. If the driver's attention is already on EUR/kWh, the instrument that moves them is THE TARIFF, NOT THE POSTER. Supporting evidence in-archive: Tesla posts 0.50/0.67 on a roadside totem (IMG_4445); Kaufland and Lidl both chose to discount ELECTRICITY rather than food; Belib prices motorcycles separately from cars with the tariff table as the main panel. Consequence for ranking: DE-38 (price the electricity against your opening hours) sits ABOVE every signage-based provocation by construction, and generic charger DOOH sits below both. Rausch evidence is excluded from the 29-site base rate as an outlier. BASE RATES 23 Aug 2026 (538 photos tagged blind, rolled to 174 visits, kappa 0.70; read relatively not absolutely): Charging visits n=26. CPO SELF-PROMOTION appears at 50% of them; a customer-facing CONDITIONAL TIE at 19%. That 2.6:1 ratio is the row's number. Germany specifically: 1 tie in 10 charging visits (10%) against 25% across the rest of Europe - a 15pp gap, and the second-largest German gap of any mechanism measured. ROUND FOUR 23 Aug 2026 (Europe-only rescoring; German advantage now a term): EXECUTION FOUND. Norway runs the affordable delivery of this row: a physical offer board at the charging bay gated on the Circle K extra loyalty club, plus an auto-club (NAF) tie printed on the charger itself, with a lightning bolt painted on the tarmac (IMG_9355). No screen, no rules engine, no CPO negotiation. FULL-RES PASS 23 Aug 2026 (134 frames re-read at 900px across PL, NL, NO, SE, DE): NORWEGIAN DELIVERY PRICED: the Circle K bay carries a painted bolt on the tarmac, a 'NAF-medlem?' auto-club panel ON the charger, and an A-frame sign offer board at 19,- / 10,- gated on Circle K extra membership (IMG_9355). Total cost: paint, a laminated panel and an A-frame sign. What would make it Measured

Pairs with DE-01. Borrows urgency from a calendar the customer already keeps, and moves volume into hours the site is carrying fixed cost through anyway. Needs no loyalty system - it is a sign and a date - which is what makes it survive the German cost filter. Field evidence added in review
FULL-RES PASS 23 Aug 2026 (134 frames re-read at 900px across PL, NL, NO, SE, DE): EXACT MECHANIC CAPTURED, and it is more designed than 'a sign and a date': Zabkowe Godziny Kibica, 18:00-23:00, THREE qualifying products (pizza, Chrupbox, Hot Dog Max), SECOND ONE FOR 5 zl, and 'miksuj dowolnie' - mix freely across the three (IMG_9722). Separately, the fry box carries a weekday price: 'w kazdy czwartek 7,99' with two named variants at 9,99 and an app-gated price (IMG_9880). A Greek forecourt shop is furnished almost entirely by three supplier coolers plus one gondola. THE STRONGEST STRUCTURAL PROVOCATION IN THE SET, because it is a PRICE mechanism rather than signage - it cannot be ignored the way a poster can, and it needs no creative, no screen and no staff. It also inverts the usual logic: instead of asking the driver to come inside, it makes the hours when coming inside is possible the cheapest hours to charge. PAIRS SHARPLY WITH DE-01: an operator trading through protected hours when competing retail is legally shut should price electricity DOWN precisely in those hours, because it is then the only place in the catchment to spend the dwell. That combination is German-specific and is not, as far as this archive shows, being run anywhere. Confidence C only because the sighting is recall, not a photograph - clear To Verify 13 before this goes on a board. Field evidence added in review
Elevated by the price-sensitivity theme: this lever operates on the axis European and UK drivers are already watching, which is why it should outrank signage-based provocations rather than sit beside them. FR/GR/VIDEO PASS 23 Aug 2026: THE QUOTABLE IMAGE for the price-sensitivity theme: a BP / Carrefour Express totem lists six fuel grades to three decimal places (SP95-E10 1.918, Ultimate SP98 2.029, E85 0.999, Gazole 1.775, GPL 1.104) and then, at the bottom, a car-with-plug icon and the words 'borne electrique' WITH NO PRICE AT ALL (IMG_5981, Amiens, night). FIELD REVIEW 23 Aug 2026 (538 geotagged photos + 22 clips, 2017-2026): Presentation model worth copying sits in Greece: the local street item (koulouri) sold under a glass cloche with a bilingual card at 1,60 EUR (IMG_2363). Elevates a commodity bake without touching the supply chain. BASE RATES 23 Aug 2026 (538 photos tagged blind, rolled to 174 visits, kappa 0.70; read relatively not absolutely): Named-flavour cards per item run 18% in Germany against 11% elsewhere, and handwritten or chalk item cards 0% in Germany against 8%. So German bakery-grade PRESENTATION is strong but its HANDWRITTEN, artisan register is absent - which is the specific thing to import, not the category. FULL-RES PASS 23 Aug 2026 (134 frames re-read at 900px across PL, NL, NO, SE, DE): GERMAN PRECEDENT for the presentation register: a Frankfurt bakery runs a card per item carrying name, price AND a vegan/vegetarian icon - Mandeltorte Karamell Erdnuss 4,20, Muffin Red Velvet mit Fuellung 3,20, Muffin Lemon 3,20 (IMG_4759). Confirms the base-rate finding that Germany leads on flavour cards and dietary navigation, and gives the exact card spec. FR/GR/VIDEO PASS 23 Aug 2026: FRENCH CARD SPEC: French Bastards fits named build, a protected-origin ingredient, meat origin and allergens onto a postcard - 'COOKIE ROLL 5,80 EUR - Cookie Pate a Tartiner, Beurre d'Isigny AOP, Pate a Croissant Chocolat' then in italic 'Gluten, Oeufs, Lactose, Fruits a coque'; the neighbouring card declares 'Poulet Crispy Maison (Origine: France)' and carries a 'Meilleur Choix' badge (IMG_2582, IMG_2583). ROUND SEVEN 23 Aug 2026 (final 201 frames; coverage now complete at 538 photos + 22 clips): HERITAGE DATES ARE FREE AND GERMANY HAS MORE OF THEM: 'GRILLING SINCE 1954' on a Burger King building (IMG_8881); 'RODILLA - SINCE 1939' on a sandwich fascia (IMG_3010); 'STICKY CARAMELISED LARDY CAKES SINCE 1890' on an Oxford A-frame sign (IMG_3150); 'Rois - Since 1999' on a Bulgarian nut tower (IMG_0192). A German Baeckerei or family forecourt almost always has an older date available than any of these. What would make it Measured

PREVIOUSLY BURIED INSIDE DE-13 AND MIS-SCORED AT 6.6. The move is not chairs, it is the LADDER: seat, then a work surface with power, then a paid amenity. Each rung monetises dwell the site already generates and currently gives away. Scored on its own it reaches 16.1, seventh in the execution tier. DE-13 stays Watching for seating as such. Field evidence added in review
FR/GR/VIDEO PASS 23 Aug 2026: CRITICAL SPEC FROM VIDEO: every rung of the Olympus Plaza dwell ladder is UNSTAFFED. Eight seconds through the concourse shows two coin-operated massage chairs (one occupied), an arcade cabinet, TWO kids' ride-on cars, a coffee kiosk, a food counter with ~10 queuing, seating and a sports retail unit (IMG_2014.MOV). Every paid amenity is coin-operated. That is what makes the ladder affordable for a cost-pressured operator - it adds revenue without adding payroll. ROUND SEVEN 23 Aug 2026 (final 201 frames; coverage now complete at 538 photos + 22 clips): SPONSORED DWELL AMENITY: Barack Obama Plaza runs a fenced dog-exercise pen branded 'Central Bark' carrying a Dentastix ad panel (IMG_6986). FULL-RES PASS 23 Aug 2026 (134 frames re-read at 900px across PL, NL, NO, SE, DE): GERMAN PRECEDENT: a modest forecourt already runs a named 'Genuss' corner with seating, a mural, a 'Produkt des Monats' shelf header and a wooden crate of flowers and sparkling wine (IMG_4007). IMG_1270, 26 Jun 2026; IMG_9880 Rationale
The mechanism is the PRICING LADDER, not the product. One piece of equipment, one base item, five price points, no menu complexity, and an upsell that is a choice rather than a suggestion. Greek site also runs a 3D acrylic display of two filled boxes on the counter so the buyer sees exactly what each tier is. Field evidence added in review
FULL-RES PASS 23 Aug 2026 (134 frames re-read at 900px across PL, NL, NO, SE, DE): GERMAN PRECEDENT FOUND, which removes the 'that is foreign' objection. A motorway restaurant on the A2 runs the full architecture on one A5 table tent: Gulaschsuppe klein 5,49 EUR / gross 6,89 EUR, plus two bolt-on modules photographed beside it - Beilagensalat +3,40 EUR and Getraenk 0,5l +2,00 EUR - under an 'AUCH TO GO' badge (IMG_4760). Also note the ladder runs on the signature item in Poland, not only the box: HOT DOG STANDARD 9,49 with HOT DOG MEGA above it (IMG_9682). FR/GR/VIDEO PASS 23 Aug 2026: FRENCH SPEC - the paid upgrade at a FLAT uplift. The McDonald's kiosk 'BEST OF SIDE' screen offers Medium Fries or Medium Potatoes at par, then two branded premium swaps (McFlavor Fries Cheddar Fondu-Bacon; McFlavor Fries Double Cheddar Fondu) each at exactly +1,50 EUR (IMG_0903). One fixed number, two taps, a named premium tier on a commodity side. ROUND SEVEN 23 Aug 2026 (final 201 frames; coverage now complete at 538 photos + 22 clips): THE CENTRAL REFRAME - THE BOX IS NOT A PRODUCT, IT IS A CHASSIS. Matt's instinct that the Zabka fry box is not a Polish quirk is correct and the evidence runs past fries: the same container logic carries WAFFLE CUBES (vaflaki, five named tiers, IMG_1270), PANCAKES (Plovdiv 'DELUKS BOKS ZA CHETIRIMA' - Deluxe Box for Four, 1500g, 30 mini pancakes and four toppings of choice, 49.90 lv, IMG_0357), SCHNITZEL/FALAFEL/CHICKEN (a German motorway roll-up listing Chickenfilet Box, Falafel Box Nordic Style and Schnitzel Box Texas Style side by side, IMG_4528) and even CORN (a Plovdiv cart at Malka 1.30 / Sredna 1.80 / Golyama 2.60 EUR plus loose kernels in a cup at 1.50, IMG_0242). The box carries the name, the size ladder and the topping system - so you are not importing fries, you are importing a container format Europe has already standardised. SUB-MECHANIC WORTH NAMING - THE FIXED-UPLIFT UPSIZE: one flat number to move up a tier, found four times in three countries. McDonald's FR premium fries swap +1,50 EUR (IMG_0903); Pans & Company ES upsize +0,60 EUR (IMG_2837); Sushi Daily ES 'CREA TU BANDEJA 10 PIEZAS 10,25 EUR' then 'HAZLO MENU +2,5 EUR' (IMG_3011); German A2 soup tent Beilagensalat +3,40 / Getraenk +2,00 (IMG_4760). One number, one decision, no menu complexity. AND THE LADDER APPLIES TO THE BUNDLE ITSELF: Sofia airport runs MEAL DEAL at three price points (6.55 / 9.00 / ~10 EUR) under 'BY OUR CHEF - DELICIOUSLY COOKED' (IMG_0067, IMG_0068). Counter-case in the same archive: a Warsaw airport SUSHI STORE vending unit (IMG_0022) - the failure mode is cold, perishable, high-SKU and low-turn, not vending itself. BASE RATES 23 Aug 2026 (538 photos tagged blind, rolled to 174 visits, kappa 0.70; read relatively not absolutely): Hot or fresh vending appears at 5% of observable visits across 6 countries and at 0% in Germany. Low prevalence with wide geographic spread is the signature of a practice that works but has not diffused - which is the best available argument for this row. ROUND FOUR 23 Aug 2026 (Europe-only rescoring; German advantage now a term): NL evidence sharpened materially: the FEBO wall carries a digital name-and-price display per column, green availability LEDs, contactless pads, and a banner reading 'Huisgemaakt in de FEBO keuken' - the automat makes a MADE-HERE CLAIM, which is precisely the objection this format would be expected to fail on. Observed trading at 01:08 with hi-vis trade customers (IMG_6455, IMG_6458). ROUND SEVEN 23 Aug 2026 (final 201 frames; coverage now complete at 538 photos + 22 clips): GERMAN WIT ON AN UNATTENDED BOX: a Reutlingen vending pavilion is signed 'LET'S TALK ABOUT SNACKS BABY? 24 HOURS 365 DAYS' and 'B&B - 24 HOURS. 365 DAYS. Matt observation (French crisps well represented in FR, little equivalent in DE) Rationale
A margin lever with a clean mechanism. The French contrast suggests the absence is a choice rather than a supply constraint, which is what makes it interesting. Field evidence added in review
FIELD REVIEW 23 Aug 2026 (538 geotagged photos + 22 clips, 2017-2026): CONTRAST WIDENS BEYOND FRANCE and the mechanism is good/better tiering, not mere presence. Auchan runs a black-bag premium own-brand crisp beside its standard line (IMG_2594); Lay's runs a Gourmet tier above regular in one wooden crate fixture (IMG_2464); Zabka runs a private-label better-for-you sub-brand 'Zdrowie Nam Smakuje' (IMG_9662) AND an 'AMERICAN FOODIE' PL line at 4,99-5,99 zl (IMG_9592). France localises the global brand instead: Lay's Poulet Roti and Bolognaise (IMG_0899). BASE RATES 23 Aug 2026 (538 photos tagged blind, rolled to 174 visits, kappa 0.70; read relatively not absolutely): Supplier-branded coolers and display units: 0 of 13 observable German visits against 9% elsewhere. Suppliers are furnishing stores in ES, GR and BG and are not doing so in this German sample. That is a free-fixtures margin story adjacent to the private-label one. FULL-RES PASS 23 Aug 2026 (134 frames re-read at 900px across PL, NL, NO, SE, DE): 2017 EVIDENCE: REWE own-label sits INTERLEAVED with Dr. Oetker on the same shelf at the same eye level under electronic shelf labels (IMG_8227, Dec 2017). The German private-label question is therefore about placement and range, not about absence - which sharpens the row from the French contrast alone. FR/GR/VIDEO PASS 23 Aug 2026: GREEK PRICING ARCHITECTURE worth copying: in a Shell cooler the local brand is priced BELOW the multinationals at EQUAL facings - Vikos water 0,60, Vikos lemonade 0,80, Vikos cola 1,20 against Sprite 1,20, Fanta 1,10, Pepsi 1,10 (IMG_1939). Possibly American influence flowing back through Polish-American ties, which would make it a weak donor for the US. Claim merchandising is cheap enough to be worth a read anyway. Field evidence added in review
FIELD REVIEW 23 Aug 2026 (538 geotagged photos + 22 clips, 2017-2026): SHARPENED - it is not only claim merchandising. Zabka sells a PRODUCT built on the claim: 'hot dog proteinowy HE-MAN' at 7,99 zl with a cartoon strongman on the card (IMG_9887). A Warsaw ready meal leads with HIGH PROTEIN 32 g in type larger than the product name (IMG_8312). DIRECTLY RELEVANT IN GERMANY: the same split exists at 7% for takeaway against 19% for eat-in, and most German forecourts absorb it silently into a single price. Publishing both numbers turns a compliance detail into a VISIBLE SAVING and nudges volume toward the lower-VAT channel, which is also the faster one and the one that frees a seat. The London execution presents it as a customer choice rather than a tax artefact, which is the part to copy. Check the Kleinunternehmer and Pauschalierung edge cases before advising a specific client. What would make it Measured

THE PITCH IS ADMINISTRATIVE RELIEF, NOT PRICE - 'du slipper spara kvitton', you stop having to keep receipts - which is the actual pain for a one-van business. Mostly a US export row. Already default across much of Europe, so German headroom is thin. Field evidence added in review
FIELD REVIEW 23 Aug 2026 (538 geotagged photos + 22 clips, 2017-2026): WATCHING CALL CONFIRMED. Seating is default across ES, GR, NL, SE and at German REWE To Go forecourts (bar stools, IMG_4144). German headroom is thin as stated. Greece runs the next rung up - Olympus Plaza carries a terrace, a kids' ride and coin-operated massage chairs (IMG_2012, IMG_2013) - which suggests the row's real value is as a US donor plus a dwell-monetisation ladder rather than a German seating row. BASE RATES 23 Aug 2026 (538 photos tagged blind, rolled to 174 visits, kappa 0.70; read relatively not absolutely): Seating measured at 13% of interior/exterior-observable visits Europe-wide (n=19/149) and appears in 8 countries. IMG_5935, IMG_5949 - chilled Starbucks pushed on a cold wet night, Amiens, 09 Sep 2024 Rationale
The upgrade on generic charger DOOH, and the reason DE-04 should not settle for the Shell/TotalEnergies tier. A charge point knows three things a billboard does not: the weather at that exact location, the time of day, and ROUGHLY HOW LONG THE DRIVER IS ABOUT TO BE STOOD THERE - session length is derivable from arrival state of charge and connector power. Serving a hot drink in cold rain, and a 20-minute food item to a 20-minute session, is a rules layer over installed hardware rather than new capex. The Amiens frame is the clean illustration of the unconditioned baseline failing. Field evidence added in review

Site fingerprint confirmed: EnBW 300kW plus a Tesla pylon posting 0.50/0.67 (IMG_4445). The EUR 20 offer itself was NOT photographed, so it stays a Citation and To Verify 4 stays open on whether it was live. Note the irony for DE-04: the charger screens on this site sell EnBW, not chocolate. STANDING CAUTION (Matt, 23 Aug 2026): RAUSCH IS AN EXCEPTION, NOT A DONOR. Best-in-class and close to one-of-a-kind - a chocolate manufacturer that built a destination on the A2 with 32 bays against ~100k vehicles a day. Nothing observed there generalises to a typical station and none of it may enter a base rate. Classify it the way DE-16 classifies Karl's: a teaching case for the narrative, never a number on a board. This cuts against the field review's own rhetoric - the 'charger screens sell EnBW' image is the sharpest in the archive but it is one atypical site; the load-bearing evidence for DE-04 is the ORDINARY sites (McDonald's-branded charger with instructions-only copy, and an installed display sitting dark). FULL-RES PASS 23 Aug 2026 (134 frames re-read at 900px across PL, NL, NO, SE, DE): NOTE ON ROUNDELS: Germany does use the price roundel, but on the PACK rather than the case glass - forecourt sandwiches carry a 50% roundel under a 'Sandwich versch. Karl's Erlebnis-Dorf Rationale
A teaching case, not a lever. Use it in the narrative. Never put a number next to it on a board. Field evidence added in review
FIELD REVIEW 23 Aug 2026 (538 geotagged photos + 22 clips, 2017-2026): An extractable fragment exists that does not need the fantasyland: Karl's runs a participatory production station - a Seifenkueche where visitors make and stamp soap (IMG_4066). That is a low-capex teaching case in its own right. The row should stay 'never put a number next to it', but the station is separable. Precedent for how to classify an outlier: DE-05 (Rausch) should be handled the same way - teaching case in the narrative, never a number on a board. ROUND FOUR 23 Aug 2026 (Europe-only rescoring; German advantage now a term): Norway comparison worth carrying: the most EV-saturated market in the archive has NO destination retail of this kind at all, and competes instead on the quality of a 40 sqm shop. That is an argument against the destination path for a capital-constrained operator, and it belongs beside this row in the narrative. What would make it Measured
